Moldova plans to hold RE auctions in 2019 and 2020

The eastern European nation is being assisted by the European Bank for Reconstruction and Development with the creation of tender documentation for renewable energy auctions.

The Moldovan government is planning to hold its first auctions for large-scale solar and renewable energy projects in the next two years.

The announcement was made by the European Bank for Reconstruction and Development (EBRD), which is helping Moldova’s Ministry of Economy and Infrastructure define tender documentation for the auctions and has issued a request for proposal to seek consultants.

The EBRD stressed most of Moldova’s renewable energy power assets are wind and hydropower based, and added although solar has a negligible share, it has the potential to be integrated to the extent of 160-180 MW, according to Moldovan transmission system operator Moldelectrica.

The bank also highlighted, Moldova has recently improved its regulatory framework for renewables, including the introduction of a new law in March 2017 which transposed the EU directive on renewables – “28/2009/EC” – while following the principles of the EU’s Guidelines on state aid for environmental protection and energy, 2014-2020 document.

The new law also introduced dispatch priority for renewables and net metering for renewable energy power stations with a capacity of up to 100 kW. The legislation also envisaged the creation of an auction mechanism for large-scale renewables that is expected to establish a fixed tariff and allocate approximately 400 MW of capacity.

Meanwhile, two MW-sized PV projects have been announced in Moldova. The first was commissioned by Italian companies Fly Ren Energy Group and Consulcesi Tech in May and the second, announced by Chinese iron and steel manufacturer MCC International Incorporation Ltd, is in the development phase.
